OS - you're right, I went in and loaded up my cart, the disclaimer doesn't mention it being illegal in california.
IMO I think this (the lead additive) would be the most reasonable solution for the octane problem unless you live close to Infineon/Sears Point or one of these other gas stations. On this website, they list stations pumping high octane gas in northern california:

The track (and race gas pump) is open to the public Monday through Friday from 8:00AM to 5:00PM with the exception of some major event days. As far as weekends go, some of the smaller events do not have an admission fee and even the ones that do are usually $10 - $20. To be sure, you can check first before driving out there by calling 800-870-7223 and pressing “0” to speak to the receptionist.
