Can a small block be bolted onto a big block K-member? 

If so, what are the special requirements if any.

Yes they essentually used the same K from the factory , all you need is the correct mount to do this , the later small blocks used the spool mounts , all E bodys  used the sandwhich type

So as I understand ya, I can just go ahead and drop a 440 onto my factory 318 K-member?

  I've done it twice so far. Dropping 440 6 packs in 318 barracudas, not problems. Just need the correct brackets.

In general I think it's one of those things where people are trying to get more money for their parts. There are some big block K members that are different and have a skid plate on the bottom of them, and then of course there is the hemi K member which has different mounts.

the big difference as stated above was the skid plate top protect the deeper oil pan
 there is also a Lot of confusion / misinformation on the need for a different K frame as some years & body styles  do need a different K to install a big block

My 72 cuda had a 340 originally.  It has had a '70 440 in it as well as a '71 383 using the big block mounts.  K frame received it fine.

My brothers 73 challenger accepted a 440 with no issue.

Yes. The 6 cylinder powered cars have a different K-frame. But as you have already been told the V8 K-frames on E-Body cars will work for any V8.

no all E bodys will swap
 the 73-up B body used a floating K frame which requires a different K , the A body used to have a specific Big block K as well but we found out the production K from a certain few years is identical & also doesn`t need to be swapped until you get into later 73 & up K frames with spool mounts & now with Schumaker making differnt swap mount kits a lot of engines can mow be swapped onto Kframes that were not possible before
