I think it's just the light.  Sun overhead, white car next to it reflecting light onto the forward part of the raised hood, but the raised body of the Challenger blocks that same light from getting to the back of the hood.  It just seems unlikely that with the rest of the car looking that clean that the owner would leave smoke under the hood at a show.

Don't get me wrong.  I could see someone doing this (though still somewhat not cool) if the frame/floors and entire underbody were non-existent.  However, this one looks like it could have been restored the normal way as a car that would actually be cool and hold its value, should the owner ever decide to sell it.
