I had one that fit that way and it was a combination of the molding on the fenders and the hood actually being bowed making it shorter. 
Got a pretty good start on my M46 optioned Barracuda restoration but now it is on hold till I can gather more funds.  Still need a few parts for it.  SIU Graduate 75 AAS Automotive Tech, 94 BS Advanced Tech Studies, 1997 MSED Workforce Education and Development

Thanks for the help guys.  I looked at the fender trim last night and it does not look like I can close up the gap much by loosening it and trying to move it.  It almost looks like the flange that the fender trim goes against is bent out a little. 

The hood does not appear to be warped or bent but that could be the issue too.  The owner talked about trying to find another reasonably priced hood and getting it painted an put it on to see.  This car had hail damage after it was painted and they fixed it but did not do a very good job.  There is a spot on the edge of the hood that looks really bad in the sunlight.

You said you don't know if they are original or aftermarket fenders. I had this problem when I put aftermarket fenders (Goodmark) on my car. Luckily it was before I painted the car so I could fix it. The passenger fender was 3/8 inch too long.

Well, after looking at the hood again today, I do think it looks like it is warped or bent.  I closed the hood and the hood is about a 1/4 inch or more higher in the center of the hood than the fender.  Both ends of the hood are even with the fender.

How did you fix the fender that was 3/8 too long?

I determined that the end that was too long was up towards the windshield. With a die grinder, I cut a very thin (3/8" x ~7") pie shaped slice out of the fender about a 1/2" forward from the back edge. I then hammered the gap closed, welded the seam and ground the weld smooth.
