Some Washington lawmakers are hoping to create a new nationwide scrappage program which would give U.S. tax dollars to consumers who turn-in older cars to have them scrapped.

Summit Racing Equipment and the more than 6,800 member companies of SEMA (Specialty Equipment Market Association) are urging lawmakers to have this potential new program scrapped instead.

The new scrappage program, dubbed "Cash for Clunkers," would be part of a new economic stimulus package to help create jobs and is specifically designed to spur new car sales. The stimulus package is being drafted right now, and House Speaker Nancy Pelosi (D-CA) wants to introduce the bill on January 6, and have it approved by Congress by January 20, so that incoming President Barack Obama can sign it into law immediately. Here's why the scrappage program should not be included in the stimulus package:

• Owners who turn in vehicles for crushing would receive a "minimal" payment to purchase a new car.

•  Since many of these cars are sitting in garages or storage, the program is a misguided attempt to claim the country's air quality or fleet fuel mileage is being improved.

•  The program would deny small business in the specialty automotive industry the availability of older cars necessary to develop new products and services.

•  "Cash for Clunkers" would risk the destruction of classic, historic, and special-interest vehicles.

•  "Cash for Clunkers" would reduce the availability of affordable transportation and repair parts used by low-income drivers.

•  The program ignores better policy options--repair and upgrade is a win-win for consumers, dealers, manufacturers, and repair shops.

•  The program would reduce the amount of parts and parts-cars available for repair, restoration, and customization projects.

Here are some important talking points:

• “Cash for Clunkers" programs threaten enthusiasts nationwide with the loss of valuable parts and parts-cars for repair, restoration, and customization projects.  The  programs also risk destroying classic, historic and special-interest vehicles, our American heritage.   

• Cars turned in for scrappage often barely run, or are rarely-driven second or third vehicles that have a minimal impact on overall fuel economy or emissions. 

• “Cash for Clunkers" programs will reduce the availability of affordable transportation and repair parts used by low-income drivers.  It will also compete with the Salvation Army, the Purple Heart and other charities that rely on vehicle donations to raise money.

• “Cash for Clunkers" ignores better policy options.  If Congress wants to act, support for repair and upgrade is a better choice and a win-win for consumers, dealers, manufacturers and repair shops.  Significant emissions and fuel economy improvements can be achieved in older vehicles through relatively simple and inexpensive means: repaired/replaced exhaust systems, tune-ups, etc.

• We hope we can count on you to reject “Cash for Clunkers."   Thank you for your consideration on this very important matter.

As auto enthusiasts we are the ultimate recyclers. If the Bill passes you could possibly see some of the barn finds going to the crusher. Imagine someone sending a V code field car or barn find to the crusher in exchange for $200.00

The bill's main theme is to sell fuel efficient, American Made vehicles, introduced as "This Act may be cited as the `Sell Fuel Efficient Cars Act of 2008'."

It has been skewed to restrict the $10,000 payout (...the Secretary shall provide to the seller of such new automobile $10,000.) to people who make $25K a year or less.

Some points to ponder:

It DOES NOT REQUIRE YOU TO BE A US CITIZEN TO RECEIVE PAYMENT.

The bill is designed to stimulate new vehicle sales. The requirement to trade something in has NOTHING to do with the sale of new vehicles.

The requirement to scrap the trade has NOTHING to do with the sale of a new vehicle.

The requirement of income, vehicle ownership, etc. DOES NOT target the neediest individuals, only the poorest.

The requirement to provide this financial support DOES NOT provide any insurance that the purchaser must KEEP the new vehicle or that they have the financial ability to PAY for the new vehicle.

The bill DOES NOT exclude antique or special interest vehicles.

You asked so here it is I DONT CARE this bill has no affect on my business or hobby. this thread reads like the loony birds and the last melon in ice age , these cars are circling the drain no matter what happens . these deals have been around for quite a while . also lets look at my right to sell my car how ever i decide to, if i want to sell it for a new car what business is it of yours to censure my sale or purchases . for what ever its worth i will cut up any car if the parts are worth more than the sum of the whole car .c

I understand both fish & craigs viewpoint.

No I don't want to see a V-code car go the the shredder. But I'm not one of these idiots that think EVERY car should be restored either, I'm in the parts business for C's sake.

With scrap being at an all time HIGH this last summer I think anybody that was inclined to sell there "clunker" would have. With most people watching things like BJ. Everybody thinks grandpa's old Byscane 4dr sedan is worth $$$$ it's not! 

I'm currently trying to save an ol' Charger from goin' to it's doom (any one remember my blue Canoe post??) But overall I don't think it will have that great of an impact. (the legislation)

BTW , I got the e-mail from SEMA on this a few weeks ago already.

This cash for clunker stuff has been around at the state level for quite a few years, and there has really been no impact whatsoever either way.  It's just another way for the government to make it look like they are doing something useful.  Texas passed a law a couple years ago that gives you something like a $2,000 credit towards a new car if you scrap your old car, and virtually no one has taken them up on the offer.

I always give my students the exemple of us goverment as the most advanced in cost-benefit analysis of bills/laws proposals. In EU we have many stupid laws that were not completely reviewed. In most cases the effect is far different from the envisaged one. So I'm really astonished that US gov't did not analyzed the experience of such policy in other countries, e.g. the lack of link between crushing old, barn-stored cars and purchase of a new, us made, high MPG vehicles.
I hope your congrespeople manage to modify the draft of this bill to the benefit ofall parties (environment, carmakers, parts seller and collectors too ;) ).

If we all that kind of stupid attitude old cars would already be outlawed and destroyed.

I already sent in letters opposing this bill to my Congressmen stating a few reasons why it won`t work to help new car sales or the enviromental impact.There is nothing wrong with scrapping older polutting cars and replacing them with new ones but the bill needs a lot of changes to make it work and protect the old car hobby and businesses.Yes it can be done!

 What is different now,  which i think is more to the point is that we have never seen economic conditions like we have seen in recent months.  Our government is desperate to do whatever they can to generate revenue. Everyone and everything is on table. Like this little idea came across my desk the other day. It has been rumored that there is a draft bill being considered right now that will impose a licensing fee on the "private" owner of any vehicle over 15 years. Basically it states that unless the car is taken out of service (tags and title will not be renewed) the owner of record will have a usage fee of $150.00 per year imposed.  Anything  25 years or older will have a $300.00 per year  usage fee imposed.  The first restriction (15)  is under review because, it is being argued that 15 to 25 year old cars do not meet clean air standards. Which to me means you have to buy the carbon credits.  The second (25) is being considered because it is argued that cars 25 years and older do not meet clean air or (safety standards).  this part was especially interesting because not only do they not meet safety standards but that they also pose undue risk to the motoring public at large - so your insurance goes up and dont forget they put the children at risk .  You can argue the merits of either all day.  Im saying it doesnt have to make sense for the feds to do it. If they mandate the states to do it, they will.    So here it is , you can sit back and think nothing like this will ever happen and jump out of your chair when it does (reactive) or you can be (proactive) and get out ahead of this silly crap.

 Get involved and try to do whatever you can to put a stop to it before it does.
