A couple of people came up with the same translation on another board.  "Spirit of the IDF"  I'm assuming Israeli Defense Force.

Granted it is assumed but perhaps it was drawn by one of the two factions to depict support for Americans against the Hamas and that artist used their native written language so people in their country would understand it.

I really doubt it depicts an American soldier.  The gear on the soldier looks more like Israeli as does the woman & child's dress.  Not to mention the verbage indicates it's about the IDF.
