Welded bumperbrackets

After taking a closer look at my challenger I see that the bumperbrackets on the front framerails are welded
in place instead of using the bolts, shall I suspect an accident caused this to be needed?

How can I find out if the frame is unstraight?

I`ve got a shopmanual at home. It descibes all body and frame measurements. I can make a copy when you come over next weekend...

Thanks friend Just can't figure out why they did it. If I'm lucky it's because the bolts were brooken off.

Maybe somebody decided to tuck the bumper into the fenders more and didn't want to drill new holes?

possibly there is no damage & the bolts holding the bumper were seized & could not be re-installed after reemoving them , you would have to cut the frame open & replace the nuts welded inside the frame rails , which you are probably now faced with doing
