This is the over-center problem. When the carb is moved to wide open throttle, this arm is forced to the rear, which is limited by the length of the rear arm. The long arm then goes HORIZONTALLY OVER-CENTER which holds your throttle now in the "down" position, which is wide open and no amount of factory return springs will close it. This change only happens when you change your intake to a taller than stock one and use this type of kick-down linkage. Please take a picture of the throttle stuck, after you add the bracket, before you fix it.
All of my cars are now 4-speeds, so I can't take a pic. Around 1982, quick thinking (and no traffic) saved my car. My friends car wasn't so lucky.

I forgot to add, that hose is to supply vacuum to your A/C box, then on to your A/C and heater switches.
