If you let gasoline sit on any paint it will bubble it like that. Aftermarket finishes are more likely to be tarnished like that though, the heating process used on the assembly line to rapidly cure paint also tends to harden it, making it somewhat more resilient to fuel spills etc. Fresh paint will bubble almost immediately, again, this has to do with how well it is cured and how hard the finish is. A softer finish will allow the paint to absorb the gasoline, which will then lift the paint. The tape line at the gas cap doesn't help either, but the nail in the coffin is letting the fuel sit on the paint. If you wipe it off quickly, no problems. Clear coats, once cured, also tend to be more resilient that just regular topcoat.
