Illinois has always had front and rear plates as long as I know.  According to a state cop I talked to they wanted to be able to get started on writing the ticket or running the plates for priors. 
Got a pretty good start on my M46 optioned Barracuda restoration but now it is on hold till I can gather more funds.  Still need a few parts for it.  SIU Graduate 75 AAS Automotive Tech, 94 BS Advanced Tech Studies, 1997 MSED Workforce Education and Development

Same with Ohio, I believe that they've always had a requirement for both front and rear plates.  It was a requirement when I started driving 30 some years ago, so I don't think it really had anything to do with the traffic cameras, at least not in this state.

It was a rec that all police offers have at least 20-20 vision so they could make out the plates on the front.  I took the test and passed for state trouper in IL just was not a woman or other minority at the time.

California requires both front and year plates.  As for why..... :dunno:
I got a ticket for no front plate in 86 or 87, long before redlight cameras - check out the front plate I used to run.
70 Cuda, 7.0L Gen-III Hemi, Viper T56 w/9310 gearset, 3.91's, Megasquirt MS3x v3.57, Innovate wideband, Firm Feel upper arms, torsion bars, springs and strut rods, QA1 DA shocks. I did everything on this car except the fancy paint stuff and I drive it...and I can't seem to stop messing with it....

Nahh, that isn't why, at least not in California.  The law has required two plates far longer than there have been red light cameras.

 :dunno:   Ok I'll agree to that one, but I'm sure the reason the states that require them won't get rid of them is the cameras.

I got pulled over a few times in my corvette for no front plate.  I asked the officer whats the deal with that, he said folks used to use one for one car and the other for another car.  Ok, then here is my other plate, its not on another car.  He just gave me a warning and made me put the plate on the front dash.
