Steering column floor plate

trying to reassembly the steering columns and put it in place in the car.  I don't remeber how the floor plate was attached on the firewall.  The plate has 3 big holes on the corners but I didn't find any bolt that fit with them.

Any help would be appreciated.

the bolts use an oversize washer that will not fit through the hole , it allows the plate to float to center the column so the bolts don`t completely cover the holes
