What is different in these 2 pics?

Man, good eye!  I guess the guy put the shackle bolt in the other way. 
Here's a pic with the valance, you can see the quality of a repo part.

Looks like the valance is bent just to the right side of the right exhaust tip.

There are braces on the back (on outside of each cutout) of the valance.  They are attached too low on the part, effectively pulling up the bottom on each side.

This is annoying, I'm considering cutting the brace and adding a little section to allow it to drop.
