been refurbishing my dash and found an annoying problem when taking off steering wheel. my steering column clunks. the crush can moves up and clunks down on the collar of the Signal lever housing. this includes the shaft inside as the crush can is still attatched.so the problem has to be with the shaft. is there a broken shim or something?

there is a snap ring on top of the brg just at the height of the turn signal switch that limits the up & down travel of the shaft inside the column
