You might try asking around and find a body shop employee that is willing to do some work on the side. Someone that works in a body shop coudl borrow the tools and do just the metal work for you, leaving the finish work for you. Another option might be to do it old school by drilling smal holes, use a threaded slide hammer to pull the low spots and then weld up the holes. It is a lot more work, but there were many cars that were fixed this way in the past.
