Don't take this a gospel but my '73 did not have a filler underneath. One across the top and one on each end. That's what I have.  I will post some pics.
Hope It Helped.

I don't know either. I did do some research during my assembly but no answers. Maybe some others know of a option or different year use for the holes.  :dunno:
Maybe we will both learn something. My valance also had a nasty twist (warp) that was a pain in the a** to get back on after the body work.

John, My 73 have the original filler's. their is a steel rib under the rubber, on all 3 pieces. other wise the rubber will not hold its shape.  window clips are on the way.

I'll try to IF i remember when I get home to take a picture of the rear of mine. It looks like the bumper is to high, the rear filler pieces take up some space and the rear bumper will sit lower.

The holes in the lip I think are for 1970 models.  Maybe 71 too I'm not sure.  1970 used two large brackets that bolt the valence to the rear filler panel.  There are four holes(two per side) in the filler panel that the brackets bolt to.  Those holes are present in all Challengers but were only used in 1970.  In 72-74 the valence is just held on at the ends and  with one bracket in the center.

There is nothing between the bumper and the valence.(like has been stated earlier)

Did you install the metal filler piece that the 70-72 Challengers use, or did you just remove the rubber pieces and push the bumper in?
