No small or big block mopar head bolts bolts hit water. They are all blind holes. Especially with small blocks, the holes should be fully bottom tapped and blown clean, and the bolt threads should be chased. If the block or heads have been milled, make sure teh bolts are not bottoming out in the holes as the depth can vary hole to hole by a bit. Start them by hand, lubing the threads with straight 30W oil, and torque evenly and smoothly in 3 increments to the spec (95lbs?). The last pull should turn the bolt more than 90° and should be done smoothly to the correct torque.
