It's a little higher when revving but I'm usually happy with 13.8-14.4vdc. At idle an unmodified mopar electrical system will discharge somewhat.
Your starter engagement solenoid/plunger or whatever it is called
is probably worn out. It's replaceable, but you could put in a high torque mini starter off a late model Ram truck
