Woodgrain steering wheel spokes

I am restoring a 3-spoke, woodgrain 70-71 steering wheel.
I thought the spokes were phosphated, but in some areas it looks like gray paint.
Painted or phosphated?

I'm pretty sure the spokes on my 70 Roadrunner's woodgrain steering wheel aren't painted. Not exactly sure what phosphated is but the spokes on mine are 'bare' metal.

Thanks for the reply
I used paint stripper. Something gray lifted. Not sure if it was paint.
Then rust remover.
Then some steel wool. Cleaned and sprayed silver metallic and clear.

70-71 E-body standard woodgrain wheels have painted spokes. It's a medium gray metallic.
70-71 A, B and E-body woodgrain rimblow wheels have satin chrome spokes.
68-70 A and B-body woodgrain wheels have satin chrome spokes.

Great! Thanks.
I think I am gonna strip the silver metallic and put on a gray instead.

I have a NOS one at home, I will look at it, but I thought it was un-finished.
