I guess I did what you said not to do.  I used a dead blow mallet to tap the balancer on far enough to start the bolt then used the torque wrench to tighten it down to 135 ft/lb.  How should I fix this so that it is correct?

If you already hammered it on then your'e done. The idea is to not hammer it on and damage a thrust bearing. But you did so nothing you can do about it now. Just make sure the crank turns freely.
If I cant fix it, it's broke

You can tap it on to start it... Also, boiling it for 20 minutes will also help it clip on easier. But yout thrust bearing as metionned is  not designed to shoulder that type of impact. It's probably ok so as said, dont sweat it. But... The balancer needs to go on until it stops, this is why you use the installer. Then the bolt goes in and get's torqued to 135 pound feet.
