Fender bolt question

Just got a new fender bolt set because my front clip wasnt put together with the right hardware.  The kit came with 6 studs and large washered nuts .  i know two on each side go on the lower fender.  where do the other two studs and nuts go??   Thanks for all your help

There is an L shaped bracket that attaches to the side of the cowl, a stud is attached to the underside of the fender and goes through the bracket.

Thanks, my fenders were mounted with just a normal fender bolt in that position when I got the car.
