When should the brake light in the dash iluminate?? It flickers right now whitout anything on...e brake....

It is turned on by your proportioning valve or the e-brake. Air in the proportioning valve will do it or an e-brake pedal not returned to the fully up position.

So if air is in the prop valve. How would that ficker the bulb? How exactly does the prop valve work electrically with the light. I know it's not the ebrake.

Either switch supplies the ground when closed.

There is an electrical connector that plugs into the prop valve.  When low pressure is senced...or if the e-brake is applied, the circut is closed and the light comes on.  First thing to do is pull up on the e-brake pedal to make sure it's all the way up.  Make sure the spring that holds the pedal up is still attached and not broken.

It's basically a pressure switch. Pressure too low, the switch closes, and the light comes on. If your brakes are properly bled and hold pressure, it should not come on. I've never actually seen one flicker. Mine came on once when a hose broke/leaked. It's also possible that your connector on the proportioning valve is loose and/or making a poor connection, or a poor connection at the B/H. Like bullitt says, it's supplying the ground, so if any connections are poor, the light could go on and off. You could also double check the adjustment of the e-brake switch. Make sure the pedal is activating the switch.

Your prop valve is a hair off center. If your bled your front brakes last, as you should have, open the rear brake's bleader screw and give it a good pump, then tighten it. That'll put your switch back to the center.  If you pump too hard, you'll overcenter it towards the rear, then have to bleed the front to push it back the other way.
