Does the car still have the VIN on the dashpad? Without that and the title, this might take some work.

Every State has different rules, so you would have to contact the Il. Department of motor vehicles. If you do have the VIN and a bill of sale proving it's yours, you should be able to get a title.

It falls on the current owner's shoulders to get a replacement title, assuming the state requires one.  For instance, Rhode Island is a no-title state, so you are not required to have one.  Check with the owner and state DMV before moving forward (or walking away).

I did this exercise a few years ago with a 71 Corvette in Texas.  It wasn't fun and was expensive.  Had to apply for a bonded title valued at a % of the appraised value and then pay the taxes on the appraised value of the car.  Given the choice, I'd rather not do that ever again.

Can't the owner of the car apply for a replacement title? I do believe that Illinois is a title state and would require the owner to turn over a title at purchase.
If I cant fix it, it's broke

It's not all that hard to get a title for a car...However, it isn't all that easy either...You ain't gonna go down to the DMV with what is supposedly a '70 CUDA and the VIN comes back to a 1973 Challenger, the Fender tag is off a 1969 Dodge and get a title just like that...I can tell you the more research you can do running what numbers it does have the better. Be expecting depending on your DMV, to pay anywhere from $100-$200.00 by the time your done...

BS23JOB classifies it as an aar car.  If it does have a vin tag on the dash, and the radiator core support should/ would have those same numbers as the dash vin also the cowel under the hood has the same numbers. Then getting a title isn't a big issue as some think  You got a build sheet to, so that is a big plus on seeing the options. But the dash vin needs to match that build sheet, the radiator core, and the cowel, even the door should/could have the numbers. Don't give up, just cause no title if those other numbers come into play, then you can get a title easy enough, or a dmv vin and title.

Depends on the state you are in,most states have some way of verifying and titling an older vehicle.Contact your DMV to find out as it may not be that big a deal.

I've done this twice in Illinois. It isn't that big of a deal. The cars I did it on both had VIN tags. You will need the car to be appraised. I know a guy that owns a car lot and he does this for me. Next you need to go to your insurance company and take out a bond for the appraised value. This bond is for 5 years if I remember and protects the state from law suit in ncase a previous owner decides to claim the car. Take the bill of sale and proof of bond to the Secretary of States office (licensing facility). Fill out the forms they give you pay the fees and in 6-8 weeks you will have a title in your mailbox. It cost me about 200 clams each time I did it. Good luck.

Here in North Dakota you get the Highway Patrol to verify the Vin and run it to see if it's stolen, pay $35.00 and you have a title in about 3 weeks.
