Siphon it all out, it is a good time to flush the water particles with a rag on a coat hangar.
 And the float should not touch the bottom or it will rattle when low.
   I'm on the third sender and I put them in the way the come, They will all move faster on the top of the gauge, and hide fuel from you at the bottom, for a reserve.

I would take the new sender and connect it to the gas gauge wire and a ground and move the float up and down to see where the gauge reads....before sticking it into the tank.

Excellent advice, This'll also detect whether there's any "dead spots". One more thing I highly advice is: check the float for leaks! When my new sender was installed I never did that and sure enough the float had a pinhole in it.
