I would suspect the switch is faulty. Contact JS restorations.

Hey Joe,

I have seen this condition before a long time ago and it had nothing to do with the headlight switch, but it was the dash dimmer switch. The parking lights would work fine when the headlight switch was in the middle position and with the headlights on. It was when the headlight switch was turned off, the parking lights remained on but dim. Installed a dimmer switch and the problem went away.
