distributor rotation

if a 440 distributor turns counter clock wise,,,,should not the rotor should turn the opposite direction to intiate the mechanical advance??not turning with the distributor. trying to figure out why my 18 degrees intial does not seem to affect things..because its turning with the dist and basicly not advanceing anything..mp billit dist #775..basicly a mallory...yh type plates.

the 440 dist does turn CCW , the adavance weights should centrifically move outward in that direction unless a part from a small block dist was installed under the pick up plate
