steering column question

I have what I believe is a 71 steering column. At the bottom of the column is a ball bearing, and an aluminum collar that goes between the od of the bearing and the id of the steering column tube. Is there supposed to be some kind of spring clip holding that collar into the tube? Also, there is a spring on the shaft itself that serves no purpose I can discern. Anyone know what its for?

there is a a clip that holds the nylon collar in place at the bottom of the column , do you have a picture of the spring
