I know it's bad . But I see it is in a different country. Different countries are not all up to speed as some others. Education not jail time is needed. I remember in the 1960's when we could ride in the back end of the car on the package tray shelf. No seat belts, standing in seats. The list goes on. It isn't an excessively old car in the pic looking at the dash and steering wheel tho. I dont condone it, I have just seen alot in my travels. Like seeing a family of 5 with groceries riding on a moped. safe? no, but was legal where I was at, or rather not a ticketing offense. everything doesnt require jail time or fines, but rather training and education. Just like I know for a fact, there are still members here and elsewhere that just don't buckle up when driving. Very dangerous.
