The 73 bumpers will work just fine. You just have to fill I believe 4 holes (2 on each) where the large boobs, I mean crash bumpers, mounted. I believe 74 is the only year bumpers that will not work this way.
What you are saying is true. I was going with just bolt on parts. You can mount 73 & 74 front bumpers on the 70-72 front bumper brackets. I have done so in the past and just added a bumper bolt to the top where the guards were. This saved rechroming to cover the weld. Bumpers group this way. Front bumpers : 70 & early 71 front bumpers are the same without jack cuts in them. The have a cut out in the bottom for the jack. Late 71 and 72 bumpers have the jack cut in the face of them but do not mount the large front bumper guards through the top of the bumper. 70 & 71 front bumpers also have a cut out at the corners to hold the rubber filler. 72 front does not have the cut out for the filler. 73 & 74 are the same front bumper. Rear bumpers: 70 and early 71 are the same with cut outs on the bottom for the jack. Late 71 and 72 have the cuts for the jack in the face of the bumper. 1973 rear bumper is its own style and 1974 rear bumper is it's own style as far as bolt patterns go. The 73 and the 74 rear bumper have a pad bent into them with a mount hole at the bottom where the guard mounts. It is different than the bend for the 70 & 71. You can take any bumper and weld up all the holes and redrill the bumper to fit any year.
