steering column reassembly frustration

when I try to attach the shift plate and lock plate to the column with the 4 screws, it does not align properly.  It was fine before I took it apart, but when I try to reattach it, the ignition plate will not align with the shift (lock) plate. I know on the floor shift, there is not a washer between the shift plate and the column, so I have no idea what to do now.  when I tighten the screws, the spacing between the lock plate and the shift plate gets skewed.  Tried this several times.  HELP!

Maybe this can help you out it`s a pdf. file that someone here sent me awhile back.It is a very detailed disassembly and re-assembly of a steering column.Send me an E-mail or Pm and I will forward you the file.
