RTV in camshaft plug on back of engine block!?

So I took the car in for fixing the leak in the freeze plug, and the mechanic is saying that there's a bunch of RTV in the cam shaft plug.  Previous owner said engine was rebuilt less than 1K miles ago when I bought it...

At this point, I believe my options are:
1.  leave it be, when it finally degrades there would be an oil leak and i'd have to pay again to have transmission dropped and it repaired
2.  have them dig it out now and fix it up

Please advise.  Will the RTV last?  If they dig in now, what are they likely to encounter?  Could problems be worsened by digging in now?

If the plug is cup type I would tremove it and use aviation sealer.
If the plug is a drive plug ( slight dish and designed to be hit in the center)then the rtv is normal.
If I cant fix it, it's broke

you would have to remove the engine to get at it , is the engine or trans out now if so I would look into it while it is apart

Looks like it's the plug type.

Is RTV bad for this use case or comparable; if so, why?
