Does one need a longer throttle cable for use with the Edelbrock Performer RPM manifold (dual plane) on a low deck big block? I have a 1971 Challenger that had a 383 in it as original.

Probably , I usually just make an extention bar , there are also special adapter brackets for either the Holley Type or Eddy carbs
