Arizona's emissions is for 1967 and newer, but it's only in the Tucson and Phoenix areas.  Everywhere else, your car can run on coal apparently and it doesn't matter.

Do they tell you the parts per million that is acceptable (a pass) with hydrocarbons, etc, or something else?
You can make a HP engine pass if tuned right! I did on a car that had the cats removed and no emmissions equipment at all other than a pvc valve.

The "pass" for hydrocarbons is 400ppm and carbon monoxide is 5%.  I had 312 and .56% respectively.  This was after the car sat for a while and before I ran a few tanks of gas through it, rebuilt the carburetor, and replaced the leaky vacuum lines.  I'm sure it'll do much better now.  I'd like to put an Edelbrock performer RPM cam in it, but with the advertised duration being just short of "all day," I really think that's pushing it.  I've used them before and just love the sound and the power they make.  I just doubt they're eco-friendly.

The other question is "What happens if you fail?" Unless they've changed things while i was away, here in VA if a car is something like 25+ years old and it fails the smog test you can just present a receipt for something like $25 in repairs, i.e., an oil change, and you're off the hook.

I didn't have the cash at the time my old Buick failed the test. So after some thought and observations I made a Nascar style side exhaust with 3 chambers. two had expanded metal screen welded near the exit so the exhaust probe couldn't be inserted. This is where I directed ( internally with baffles) most of the exhaust to come out. Now the center chamber I left open so the probe could be inserted about 12" and just ahead of that I drilled a 3/8" hole and welded in a small tube. Worked great , when it was running it sucked fresh air in the hole. That combined with most of the exhaust being directed in the 2 chambers where the probe couldn't go.... well passed the test every time with no cats or any other pollution equipment  at all!

ok heres a trick . buy some seafoam put half in the tank on 1/4 tank put the other half with engine running have a veccuum line suck the rest out og the sea foam bottle turn engine off 30min to 1 hr . run the engine it WILL smoke alot drive the car until it runs out of gas fill 1/4 tank again put 4 bottles of 91% alcoholi n the tank . ok this is very important drive the car around before the test to operateing temp . DONT  i repeat DONT let the engine cool down before the test . if the tune up is old tune up the car replace the fuel filter and reset the ignition timming . dont let the car idle too long eather  it will load up and you might fail .  it very important to take the carto the test boiling hot !!!

Thanks for the emissions tips.  Fortunately, I don't have to deal with it until 2013 (since I registered late, they gave me a year and a half on the registration).  Hopefully she'll pass without too much trouble once the go-fast parts go on.  Here's to hoping!

Welcome!  I'm in Tucson as well.  Back when my Cuda was a daily driver and I had problems passing I would turn the idle up to like 1000 - 1100 rpm and that would always help it pass.  It was always idle only and they never looked under the hood.

I'm hoping to get mine registered again soon so I'm not sure if they will do anything different with it since it has a modern engine under the hood.  I'm assuming it will still be an idle only test which it should pass just fine (if it had cats my car should be as clean as any new Charger or Challenger).

Anyway, maybe see you around at one of the car shows?  The Tucson Mopar Club has been putting on shows at Tucson Dodge every couple of months.
