I finally found out after investigating for over 2 weeks; 2 sources that'll sell the electronic tach & clock quartz conversion. You don't have to send in your guage cluster to either one listed below and wait till hell freezes over with a huge Invoice due when completed.

I did get my dash voltage limiter from RTE but went with premium dash decals (also as mr heaterbox on ebay) for my quartz clock kit and DIY tach kit. I had problems with the tach kit as I have a non standard ignition and ended up having to send it in to get it all working right, actually the non standard ignition only caused a problem in me ordering the correct type of kit, once I sent my tach to him he said it was sticking badly and needed "work" to get it all dialed in. Since there had been issues back and forth over which kit to use and me having to send one back for another he did not charge me anything to get my tach working good. Works great now, other than drops off at idle most of the time (750rpm). He says most likely due to the ignition system. My ignition is an Allison XR3000, now owned by Crane, it has an optical pickup in an OEM electronic distributor and I had to use the kit for a factory style as opposed to the MSD style. Even though I am in the states and they are in Canada so shipping was costly and time consuming, the customer service was exceptional and I would go there again.
