Hmmm...I kind of don't think they were for fog lights. Most of the time I would imagine using exisiting bumper bolt holes or drilling out holes. There used to be brackets you could get to attach fog lights but I would imagine they would be under the bumper, not on top, as it added height.
Might have been a parking lot boo boo (weird that it's spaced out evenly).....or Dukes of Hazzard brush guard?

A better picture would help, showing the bottom of bumper and valance.

Agreed. Really hard to tell what we're looking at from that pic.
I'd suggest lower and off to the side a bit so it's not so head on....

Either way, doesn't matter, as I don't recall ANY Challengers that year that had Elastomeric (Spelling?) Bumpers painted body color...
Someone had modded the front bumper for whatever reason. MAybe a good canidate for the "Hackjob pics" thread?
