Technically it's the front seat belt retractor bezel. 

I don't think they are repopped so ebay is your best bet

Mine has that part on the rear seat plastic quarter panels. I'm missing one too.

It's mounted on the rear quarter panel, but it's actually for the front belt.

I think that means you have '74 rear panels in your '70 Brad. I've been cleaning out my garage lately and found seat belt retractor, belt, and upper mount for a '74 you can have if you want. Not sure if it's passenger or driver's side though.

Ya someone at some point replaced my burnt orange interiour with a 74 interiour. Thanks but mine work ok , maybe someone else might need it? Don't toss it or anything though! I'll take it if you want it gone but....
