What does a set of used 14" rally's sell for?

New or used?  I don't know new, but I've seen them used locally on craigslist for anywhere from $100 to $250 for a set of 4, sometimes with tires for that price range.

Here are 8 total located in NH for $200 that need paint, trim rings, and centers.  You'd have a set for summer tires and a set for snow tires...
