Not factory normal. Mopar did/does offer offset shackle kits, so it is reasonable that it has the logo on it, but they were not a factory offering. I'd be concerned that it was installed sometime to cover up some other mis-alignment that prevented the spring from sitting in the correct place. Definetly worth further investigation.
