Welcome!

There is a fender tag, I can see it in the picture.
Get the letter and number combinations next time you go and look at the car.

As long as you can turn the motor over a full revolution, definitely worth 3K.

You definitely need to find out if the floors are rotted.

Looks like an original black car, that is a cool color.  The fender tag will have more information about that sort of thing.

The price seems good enough to me. I agree with what was said about spending money on this. If your not going to do the work yourself expect an easy 20K or more to get this up and road worthy. Truth is you could easily spend that or more doing the work yourself depending on what you want ..... ask me how I know? LOL

Just so you know.... in this current economy you will find it's cheaper in the long run to get one already finished, but the trade off with building your own is you get what you want and the satisfaction of doing it yourself and knowing it's done right.

This is so true.  We see guys fork over the $ to buy the project, but then when they get it home and complete a project list to come up with an estimate of restoration $ for parts and labor, the project dies.  This is the thinking your wife is way out in front on.  So, the first thing to do is to sit down with your wife and determine if your household budget can support the project ----- being certain there is something in the deal for her other than your undying love & affection!

The owner had common sense to put it up high on blocks.

L rear quarter shot. Get inside of trunk and under carpet F & R to check floor
get dirty, crawl under to check front frame rails, Torsion bars mounts.
If u were closer Got one hell of body man local in Md..... Reasonable.

welcome to the site
looks like a good project, as long as it isn`t rusted out underneath.  I bet you will find about 100% more rust than you can see now.  Doesnt have to be a problem, just learn to do you metalwork... practice practice. You will find all info you need here, but work will have to be done. I think a huge plus on this one is that it`s very complete.
With no experience that is very important.  forget about Low milage. doesn`t mean anything on a 40 year old project. It will need everything.  Dont underestimate the magnitude of this project. I assume you have a job, so It will take years of dedication and $$ to get it completed. Check out a bunch of resto threads and see how long things take to do.  You won`t find a sweeter reward than driving around in an E-body you built, but think before you start.
The asking price seems good to me.

I would make a list of all the parts it needs, and how far  you want to go in restoring it,you could spend 15-20k to make it a decent driver and over 30k to do it right.I break it down 5 ways. Interior cost, under hood cost, drive train cost, body and paint cost and exterior cost: wheels, tires, trim pieces, bumpers, grill work, side markers, rocker panels and so on.

And think about your goal for the car. Some that's fun to drive and looks good from 20 feet is a lot cheaper than a show car or a race car.

Welcome to the forum.  Your potential '73 cuda project looks to be solid and not missing much body trim pieces.  I've seen far worse, and I agree with all the others to consider the time and money involved to restore your cuda.  Welcome again!
