Where the filler neck attaches to the tank, should there be a clamp or something on the seal?

No............the rubber ring secures itself to the tank via the groove in the ring.   The filler tube just slides in and is a pressure fit.........it is tight...........Thought I had a pic but can't find it..........

I think you mean trunk pan.

So there is a circular gasket that goes over the filler and then seats in the tank via the groove, then there is a rectangular rubber cover/gasket that connects to the floor of the trunk via 4 screws.

I believe there is a circular foam gasket that goes between the quarter panel and the filler.

Everyone here likes helping answer questions; but it's starting to look like you might need some Literature that'll answer many questions you've been posting recently.

These are 3 that I would recommend looking into.

The MMC Detroit book along with the AMK catalog with really help you identify what goes where.

Paperback refers to the binding and cover. A paperback has a soft cover and a glue binding.
