what goes between tank straps and the tank itself?

I usually use strips of old tire tube. I put them in wider than necessary and then trim with a razor blade so they're pretty much invisible

If you cut with a razor, be careful not to score the tank or you will invite rust. Tarpaper (a thick heavy felt type roofing material) is what most use. You could probably find a scrap at your local lumber yard for free.

Nothing was originally there.  Some people like adding a little roofing felt to that area.

Sometimes adding stuff where the factory didn't is a bad idea. Sometimes the roofing material or whatever can trap moisture and pebbles and actually cause rust. If you are adding a new gas tank and are really worried about it, I would just buy some 3M spray undercoating and give the tank a coat of that before installing. Anything that you might "layer" will hold moisture.

 Some roofing paper is abrasive so keep that in mind. I used a plastic shower mat on the trunkside and small rubber pads on the strap where the bends occur.  Also sprayed the tank clear polyurethane prior too. Yeah kinda overkill. ::)
