How to Resize Photos for c-c.com posting?

I did a quick search, but appears all of the posts on this subject are old and the links don't work.  Can someone help me out with a photo resizer?  Thanks

Yup, I'm operating Windows, but I don't get a resizing option with a right click.

I had the perfect resizing tool once, but it somehow droped off my laptop, not to be seen again and I can't recall the name of it.  I'll try the other suggestions and see if I can get them to work.
