fuel gauge voltage?

There is a voltage limiter on the gauge pod that goes to all the gauges. I believe it limits the voltage to 5 volts. I'm installing my overhead console and the low fuel light has a low fuel relay in the wiring harness for the console. Looking at the wiring diagram the low fuel relay connects to a 12 volt feed and the gauge. I thought maybe the relay will limit the voltage to 5 volts but when I check the wire to the gauge it reads 12 volts. Is this right? Also should the power feed to the relay be on the ignition circuit so power is only there when the key is turned?
