Would a small block shadow still count as rice??? after i get money i'm gonna small block my shadow make it rearwheel drive and i can still do it on a budget.  I've got most of the stuff figured out its just a matter of getting money..and its not much money really to do it i'm17 unemployed and you get the picture.....And i say race what ever you want....Some rice is fast...face the facts...would i race rice probably not...i like both...but i'd rather race a V8..I don't really understand the question...just throwing in my worthless .02

No.  Rice is ANY car that has a pointless wing, ugly bodykit, etc.  The standard Civics are not rice.  The ugly, all show no go modded cars ARE rice.

Rice used to apply to the not hot rodded Asian cars, but greased Asian cars. The mile tall tails flares dub plus all look no go. Now it can apply to any import (or even sub compact domestic that this train of thought has followed. But don't lump all the hardcore subcompact tuners into the ricer mold. some of these guys are great engineers and make the most with tiny 4 bangers. While I am not an advocate of it, they are getting some HP per liter numbers that are stunning. While longevity isn't a factor for the hardcore guys, they are seeing extreme RPMs. and we all know that internal stress squares with RPM. Again, not in their camp, but some of the tuners (real tuners) are getting some wicked numbers out of large sewing machines.

 8 seconds on a snowmobile- yikes !

 no-one is getting into the nines around here in a sport compact- not that I've seen anyhow.
 Then again, I don't see 9 second cars drive into the track either, they all come on trailers.

 As far as Saturns handling good.... :laughing:.    That is not a marque I would think could outhandle a musclecar with suspension modifications.

Saturns, ya, that was kind of a joke. The point being that after 35 years suspensions have come a long way. But so have some of the performance options. After all who got 300 HP out of a 4 banger in 1970? If you ask me, the best mod that has come along has been the engine management. Instead of headers put a MAF, fuel inj heads and a ECU on your 440. Has anybody done this?

I really should not have to point out on a Classic Mopar Enthusiast forum that not all BIG wings are pointless. Ever seen a Superbird?

The Superbird was also made for NASCAR, and RWD.  The Ford Focus's, the Neons, and the Civics I see with giant wings are FWD.  The wings server no functional purpose.

Also, the Wing cars wings were so big, so the trunk could open.  However, the big spoilers I'm talking about are attached to the trunk.

I hate to keep advocating for the sport compacts but I want to just make a few more points;

* The dealers couldn't give away the Superbirds and Daytona Chargers when they were new. I keep seeing feature stories on these cars where the dealers made their wives drive them until the complaining became unbearable or they sat on lots for a year or more until the dealer basically gave them away to get rid or them or they removed the wings and nose cones to turn them back into standard models. Those cars pretty much equate to the winged and ground effect bedeck cars of today. It's just that tastes have changed and that kind of stuff is popular now where it wasn't in the 60's and 70's.

* Yes the Superbird wing was designed for NASCAR racing. The wings you see on sport compacts were orignally designed for SCCA, World Touring Car or World Rally racing vehicles which many of the popular sport compacts compete in. These are every bit as serious a racing series as NASCAR. Granted they have little or no function at legal road speeds but neither does the Superbird wing or Go-wing on a Cuda or Challenger. They are there as a styling image enhancer.

* I was in high school at the peak of the muscle car boom in the late 60's (graduated in 71). There were many more 6cyl/2bblv8 A-body, B-body and brand x cars in the parking lot with chrome reverse wheels, glass paks, jacked up rear ends than there was true muscle cars. I don't see that time has changed at all. There are those that had the money to get the real thing and those that took what they had and tried to build an image, same holds true today.

Yes, okay, I'll give you the last point, but, I also garuntee that the kids you were talking about actually did all that to their car themselves.  I doubt if the Ricers of today could even change their oil, let alone do REAL performance mods.  All they can do is buy the bodykit, and take it to the shop to be installed.
