How high should my coolant level be? All the way or room for expansion?

Without an overflow tank you need to be down about 1.5" , the rad usually has a plate inside the rad for the coolant level .
The coolant can be full to the top if you have an oveflow tank

I have a small summit overflow unit. So, all the way to the top with the tank?
