Agree on getting some epoxy on that exposed metal. When I had my fenders and trunk lid blasted w/ walnut shells, they came back with blemishes similar to what you have. Some of it was the red oxide primer originally used and some of it was rust starting to form. I took a red scuff pad with some Pickelx (any phosphoric acid based wash will do) and scuffed over all the panels. Let the acid wash sit and then wiped it off. Repeated process on the spots that didn't clean up the first time. The blemishes disappeared and the panels were protected enough from rust until I could get some coats of epoxy on them.
