Corrrect installation of fuel filler neck gasket in trunk

Can anyone tell me how to properly install the rubber trunk floor gasket that holds the fuel filler neck? I cannot tell if it mounts from the top of the trunk floor or from below? Is it supposed to be bolted/ screwed down?
Any photos would be a great help!

Since it's an Ebody and I just did mine in my Cuda I'm going to say it mounts in the top of the trunk and you screw it down.

Correct...it mounts from inside the trunk and is screwed down.  The screws have a captive washer and a philips head.  THey are zinc plated.

Overall length is probably 5/8".

The fastener guide has #10-14 x .60" in the description and #10-16 x .60" in the table (looks to be a typo - not sure which one is correct.) 
The .60" is measured from the base of the head to the tip of the point.  The captive washer is .50" wide.
