You may also have better luck when removing the ring if you move from one tab to the next
until the ring is loose. The ring needs to stay centered in the hole for it to come off the easiest.
This also goes for installation as well.
If I cant fix it, it's broke

While on the subject, can anyone tell me about the air vents that come on these new tanks? When I dropped mine (74) there were none, but the tanks I find (including spectra) have either 1 vent in the side (70-71, per Spectra) or 4 in the front (72-74). There is no plumbing that I can see under my Cuda where a vent hose would go, so should I just buy the new one, and plug it up, or leave it as is?

a screwdriver will work on the ring, but for a few bucks extra last time I also bought the wrench tool. It helps to make sure it locks back on well.
As for the vents, the repop tanks are different from originals. My original tank had the 4 vent lines (one for each top corner of the tank) and a large baffle box inside the top of the tank. My replacement spectra (I think) is built differently but still has the 4 lines which come out the top passenger side of the tank.
Do a search for tank vents and you will learn lots about the different systems and how they work. I know I even posted pics of the inside of my new tank.

If you want to use an actual tool, you can search ebay as I've seen several listings... search something like 'fuel sending tool' or 'fuel sending wrench'.
