The 1 at the carb. There is a procedure you need to follow. Once you do that, you can drive it and fine tune it further if needed. If I remember correctly you also need a spring there. I have not messed with this for over 35 years, but I went through the same thing then, and I know you need to have this adjusted correctly. As I said search this forum or google the procedure.
