I think I have a fuel problem. My car cut out on me while driving it a few days ago, I got back, and noticed the fuel filter wasn't being filled with fuel. I replaced the stock pump with a holley 110 gph pump thinking that the pump on the car was giving out. After starting the car, I noticed I still had the same problem. Then I thought it might be a problem with the gas cap, so I took it off to see if there was any change and there wasn't. Here is a video of what the filter looks like when the car is idling, and being revved up.

What do you all think the problem could be? I noticed the stock pump only had wear on one side of the fuel pump arm, where it rode on the eccentric.
To replace or check the eccentric, the balancer, and front engine cover have to come off, right?
