possible problem with fuel pump eccentric on small block?

I think I have a fuel problem.  My car cut out on me while driving it a few days ago, I got back, and noticed the fuel filter wasn't being filled with fuel.  I replaced the stock pump with a holley 110 gph pump thinking that the pump on the car was giving out.  After starting the car, I noticed I still had the same problem. Then I thought it might be a problem with the gas cap, so I took it off to see if there was any change and there wasn't.  Here is a video of what the filter looks like when the car is idling, and being revved up. http://s222.photobucket.com/user/67SSand99SS/media/2013-09-15_13-35-56_856_zps73748a25.mp4.html  I think the sound got messed up with what the video is showing, but you can see the filter isn't filling with fuel like it should. What do you all think the problem could be?  I noticed the stock pump only had wear on one side of the fuel pump arm,  where it rode on the eccentric.

To replace or check the eccentric, the balancer, and front engine cover have to come off, right?

pull the fuel line & check the volume , it should pump a cup or more in 10 seconds of cranking , 110g / hr is still 2g / minute going by what is in the filter in no indication , the air cannot leave

To answer your question- yes, the timing cover has to come off to change the fuel pump eccentric that's bolted to the cam. Before I did all that, the intermittent delivery seems to me to be more a supply situation or you've simply got a bum, new pump. If you had an electric pump or access to one, I'd hook it up to the supply line and see how it allows fuel to come thru to the pump. Conversely, you could install a piece of clear tubing in line before the pump and watch for flow interruption. The strong spurts in your video would indicate that SOMETIMES the pump can push a good shot; the question is, is it starving or just not functioning properly. Just my  :2cents:

I'll check into the fuel system before I tear into the engine for sure.  However, the tank, line, pickup and filter on the pickup were all replaced with new components by me when I first got the car running a few years ago.

simply cranking the engine for 15 second with the fuel line into a bottle to test the volume will tell you if the pump is working properly
