Short answer is yes.  The long answer is... Depends.  The 70-71 has a different fender, grille mounting, marker light and taillight configuration.  Many people convert the less popular 72-74's into 70's or 71's.  You just need to collect the proper parts to make it work and that can get tedious if you're new to this.
Yes I own a 1972 Dodge Challenger Convertible T/A S/E with a 440 Six Pak. Can it get any more wrong?

It can be done, but there is more too it than just swapping the panels deepening on what exact transformation you are attempting to achieve.  Case in point, the marker lights are different between early and later cars.  It would look "odd" to have 70 side markers in the front and say 74 markers in the back.

If you look around in the restoration section you can find several builds where people have cloned later years into earlier.

I have a 70 front end on my 73, I didn't swap my fenders for 70 because I'm eliminating my side markers all together, also they make weld in conversion kits to swap the marker opening to 70-71 from 72-74, and the kits is cheap, a lot cheaper than swapping fenders or rear quarters.  The tail panel is the biggest part, plenty of cutting and welding, and obviously different lights, all in all, it's a pretty pricey swap to make, but u can also get 72-74 challey's a lot cheaper than the 70-71s, I paid 5k for mine rust free driver, and already had the 70 grill with it
